Echo Lake Elementary PTA #6.12.20
Standing Rules

1.  The name of this PTA local unit is Echo Lake Elementary PTA #6.12.20. It was chartered by the Washington State PTA on January 15, 1958.
2.  This PTA serves the children in the Echo Lake school community. This community includes the residents and businesses in the Echo Lake Elementary school enrollment area.
3.  This PTA is registered with the Secretary of State under the Charitable Solicitations Act. The registration numbers is ECP-T88-320. The Treasurer is responsible for filing the annual registration.
4.  This PTA was incorporated on December 12, 1970. The Treasurer is responsible for filing the annual corporation report. The registered agent for this corporation is the Washington State PTA.
5.  This PTA’s Federal Employer Identification (EIN) is available upon request.
6. Per the Washington State PTA Uniform Bylaws, this PTA will annually review, complete, sign, and submit the WSPTA Standards of Affiliation Agreement by the required deadline.
7.  This unit was granted tax-exempt status under section 501(c)(3) on January 17, 1997.
8.  The treasurer is responsible for filing IRS Form 990EZ, if required.
9.  The membership service fees for Echo Lake Elementary PTA shall be $15.00 per person or $25.00 for joint application.  This amount includes National PTA fees ($2.25), state PTA fees ($5.75), Shoreline council fees ($1.50), with the remaining $5.50 used by Echo Lake PTA
10.  The elected officers of the PTA shall be President, Vice President, Secretary and Treasurer.  These officers constitute the executive committee.
11. The secretary and treasurer positions will be elected positions of 2-year terms, with elections alternating. The Vice-President is elected into a 2-year term on a yearly basis, acting as VP the first year and President the second
12.  Any elected position may only be held by one person. Each position holder shall be entitled to voice and vote at a board of directors’ meeting. A majority of those serving on the board shall constitute a quorum. If a board member concurrently serves as the chair of more than one committee, the board member will be entitled to one vote.
13.  The Board of Directors of Echo Lake Elementary PTA shall consist of the Executive Committee, the appointed chairpersons for each Standing Committee, a teacher liaison, and the principal. The principal and teacher liaison shall have voice but are not entitled to vote.
14.  The following shall be identified as Standing Committees: Fundraising, Socials, Membership/Outreach, Staff Appreciation, Room Parent Coordinator, Volunteer Coordinator, Newsletter, Website, Legislation/Advocacy, and Family and Community Services. Additional Standing Committees shall be convened as necessary.  A Standing Committee position may be held by one or more persons.

15.  Adoption of the annual budget, approval of the standing rules, election of the nominating committee, and election of officers shall be done at general membership meetings. All meetings shall be held at the direction of the board of directors.
16.  This PTA’s board of directors shall meet the first Tuesday of every month from September through June unless otherwise posted.
17. Special meetings may be called as provided in the Washington State Uniform Bylaws. Written or emailed notice of place, day and time of the meetings shall be delivered to each member not less than 5 days prior to the date of the meeting.
18.  This PTA shall approve an operating budget for the next school year in the spring of each year. This PTA shall approve a revised operating budget at the first General Membership meeting of the year. Operating budgets may be revised by a budget committee and approved by General Membership as needed.
19. General membership meetings may be called as needed, as provided in the Washington State Uniform Bylaws. Written/emailed notice of the place, day and time of the meetings shall be delivered to each member not less than 5 days prior to the meeting.
20. Upon the request of one or more members, they may participate in general meetings of the PTA by phone. Requests must be made at least 2 days in advance of the meeting so necessary arrangements can be made.
21.  This PTA shall keep two (2) copies of each legal document. The President and Secretary shall maintain these documents. This PTA shall keep three (3) copies of a Legal Document Binder according to the Washington State PTA document retention schedule, each in a separate location: one with the Treasurer, one with the Secretary, and one with the President. Original documents will be kept by the Treasurer and copies provided to the Secretary and President.
22.  The PTA shall conduct an audit of its books and records in July of each year as required. This shall be in addition to the required audit done at the close of the fiscal year and whenever there is a change in Treasurer during the fiscal year.
23.  The signatures of the President, Treasurer, and one other board member shall be on the authorized signature card for this PTA’s bank account. One board member who is a non-signer will be appointed by the board to review and sign the monthly bank statement.
24.  The students of Echo Lake Elementary School shall be considered honorary members of this PTA, without voice, vote or the privilege of holding office.
25.  One or more Golden Acorn Awards shall be presented annually to outstanding volunteers. A committee appointed by the President shall select the recipients.
26.  One or more Outstanding Educator Awards shall be presented annually to outstanding educators. A committee appointed by the President shall select the recipients.
27.  Voting delegates to the Shoreline PTA Council shall be the President and Vice President.
28.  The voting delegates to the Washington State PTA Convention shall be determined by the board of directors in the following order: Outgoing President, Incoming President, Outgoing Vice President, Incoming Vice President, Outgoing Secretary, Incoming Secretary, Outgoing Treasurer, Incoming Treasurer.
29.  The voting delegate to the Washington State PTA Legislative Assembly shall be determined by the Board of Directors in the following order: Legislative Chairperson, President, Vice President, Secretary, and Treasurer.
30. Should the PTA receive a returned check, the service fee imposed by the PTA’s bank will be charged to the maker of the check.  If the returned check and fee are not paid within 60 days from the date of return, the PTA will no longer accept checks from this individual in the future.

A quorum for general membership meetings shall be 10 members.
The approved budget may be reallocated by a vote of the board of directors as deemed necessary.
